Is there any information available about the thick & thin green lines on the edges of the edit window in Builder?

I'm having problems with the text box position not being located the same by dragging and in the object tools menu. And when I take a slide to the projection PC, often the text positions aren't the same. In the Knowledge Base it refers to Tools/Preferences, but I think that should be Settings/Preferences. In any case, that doesn't fix nor explain the problem. The vertical and horizontal positions of the window can be changed by moving those green edge bars, but I can't tell how or why, nor can I find any information pertaining to them.
