Setting specfic display properties within a program, properties (e.g., font color, font style, background image etc)  that will then affect the specific songs that follow that entry, works sometimes with some songs and not with others.  Why?

Display Properties merely sets new defaults and therefore works as defaults. It works only on all the following program items that do not themselves override the Display Properties program item. So ensure the "not with others" items do not have any group property checked, which will naturally override the default.
