The items in the control panel windows are jumpy when using the mouse wheel scroll

SYMPTOM: 

When using the scroll wheel on the mouse to navigate the content in the various windows of the SSP control panel the items in the window seen to jump around while scrolling.

POSSIBLE CAUSE:
Unknown at this time. The content of the window is actually scrolling but the jumpy nature is visually disturbing.

POSSIBLE SOLUTION:
Uncheck the "Smooth-Scroll list boxes" in the Operating System Visual Effects options.
1.  Open the system Properties console and select the Advanced tab.
2.  In the Performance section, click on the Settings button.
3.  Under the Visual Effects tab, scroll through the selection and find the "Smooth-Scroll list boxes" item and remove the check mark.
4.  Click on Apply and then OK.  Close any System Properties windows that may still be open.
