Error occurs when embedding background image of an object in the program panel

Symptom:
When embedding a background image of an object in the program panel, an error occurs and the image may or may not be displayed.  This can also be seen as red X on an image file in the program panel if the steps are reversed.

Possible Cause:
If the background image is embedded and the same image is already in the program panel as an object, this error could occur.  If the background image is set as an embedded background after the image is place in the program, the error message will occur.  If the background image is set as an embedded background before the image is place in the program, the red X on the image will occur.

Possible Solution:
Do not embed images as SSP backgrounds in a program.  It is not really necessary anyway since this is local.  Also if this is set via Basic DP or through the Properties > Background > Image… drop down menu, the error will not occur.  It may be required to adjust your preference settings to prevent this completely by making sure the "Always Embed" options are not selected.
